Lancashire 28549: Our client seeks a Contract Project Officer - SPOCC Net Implementation for an assignment within its Adult and Community Division.
We are acting for a Lancashire local authority
The post will be located in Preston, PR1 and will be for 37 hpw, Mon-Fri, normal business hours.
This is anticipated to be, initially at least, a 2 to 3 month assignment.
Please note that under a special arrangement we have with a leading umbrella company, temps who elect to get paid under this route will receive, in addition to a higher hourly rate of pay, the following benefits which are not available under PAYE:

Essence of role:
• Devise a testing schedule and perform financial and contract testing on SPOCC net
• Devise provider training programmes; including 2 or 3 Blanket training sessions provided by OCC and carry out one to one training with providers as appropriate in order to roll out SPOCC net
• Advise and work with the Senior Accountant Supporting People to determine if a phased implementation is required
• Review the list of providers produced by contracts to target the providers who will require most support
• Ensure general provider readiness for the implementation of SPOCC net. For instance assess IT capability and ensure providers ICT services approve Spocc Net
• Liaise with LCC ICT services and the Supporting People service to co-ordinate ICT activities so as not to disrupt service activity for instance the quarterly uploads
• Establish appropriate contacts for all providers
• Ensure contact details on SPOCC are up to date: in terms of contact name and e-mail address
• Organise the allocation of SPOCC net log on's and passwords for all providers and distribute the passwords to the providers
• Set up security levels for providers e.g. where there are large contracts the senior managers may need a log on to give access to all services under the contract; whilst the service manager may only need to access their particular service
• Ensure/create unique service names on SPOCC
• Work with contract managers to determine which QAF actions are applicable for each provider
• Develop and document Processes e.g. Providers confirming payments are correct QAF requirements e.g. references to be included in the remarks section
• Ensure all actions are documented on an action/project plan and keep this plan up to date
• Provide a weekly update of progress on the implementation of SPOCC net to the Supporting People Senior Accountant and Contracts Manager; highlighting any concerns or issues
• Other appropriate actions that arise as result of the implementation of SPOCC net
Candidate requirements (*below indicates a requirement that must be CLEARLY EVIDENT FROM YOUR CV, not just your covering letter, to avoid auto-rejection by client):
*Project Officer [ICT] with experience of SPOCC net within a UK local authority or other large organisation
*Ability to use information technology systems, particularly Microsoft Excel and ability to learn new IT packages quickly
